Do fast-track schedules always save money? |
In my experience the medium and small operators always assumes the answer
is yes. This need not be true in all circumstances but it is difficult to
demonstrate the counter arguement that a slight increase to the schedule
could yield a better overall result for the operator.
Since the late 90's
offshore oil and gas projects have become almost exclusively fast-track.
Now, most of the long lead items are purchased prior to the completion of
design. The schedule ovelapping of design and procurement generates the
risk of wasted procurement but often of a compromised design. The
compromised design may take the form of inadequate wall thickness on pipe,
not enough cores in an umbilical, the requirement for more expensive
installation vessels and so on. |
